The scope problem is causation and extent
Two questions have to be answered before a repair can be scoped properly: where did the water come from, and how far did it go. Both are construction questions. The first determines whether the repair fixes the problem or simply resurfaces it. The second determines whether the scope covers the affected building fabric or only the part of it that is visibly marked.
What tends to be left out
Drying and moisture verification are frequently absent or treated as a single line item. Concealed elements such as wall framing, insulation, subfloor structure, and cavity linings are often not addressed at all, because they were not visible when the scope was written. Where reinstatement is scoped, it commonly stops at the boundary of the stain rather than the boundary of the moisture, which is a different line and usually a larger one.
Why timing matters to the scope
Moisture damage is progressive. A scope written early may be accurate on the day and materially incomplete a month later, particularly where drying has not occurred. Where a scope is being reviewed some time after the event, the relevant question is often not whether the original document was reasonable when written, but whether it still describes the work now required.

- No moisture readings, drying scope, or verification of dry standard
- Reinstatement scoped to the stain line rather than the affected area
- Concealed framing, insulation, and cavity linings not addressed
- Source of ingress not identified, so the repair is cosmetic only
- Subfloor, wall base, and junction details omitted
- No allowance for progressive deterioration between event and scoping
